Is it possible to transfer your notary certificate from one state to another?

No. To become a notary public in most states, an individual must meet the qualifications pursuant to state statute.

Can I serve as a notary in one of the neighboring states?

There are a few states that have a policy of reciprocity that allows notaries of a neighboring state to perform notarial acts while in that state. Notaries must contact their state’s commissioning authority to determine if their state has a policy of reciprocity with a neighboring state.
